Janel Davis
Executive Officer
Janel Davis serves as the Exchange Executive Officer as of September 2025. Janel first joined the Silver State Health Insurance Exchange as the Communications Officer back in June of 2015. Davis previously served as the Chief Operations Officer for almost three years. Previously, she worked at the Nevada State Legislature as a Committee Secretary in the Assembly Committee on Health and Human Services and Commerce and Labor, as well as the Education and Transportation Committees. She has experience working as a Public Information Specialist for the Tahoe Resource Conservation District and providing excellent customer service to the public. Janel is also a Certified Public Manager, graduating in April of 2024, and graduated from UNR with a Bachelor of Arts in Speech Communications in 2010. After college, she traveled to South America to teach English to adult business majors in Peru. She spent time studying abroad in Costa Rica and has a minor in the Spanish Language.
In her prior Comms role, Davis oversaw the Exchange’s media efforts and served as the primary spokesperson where her primary goal was to educate policymakers, stakeholders and the public with accurate information about Nevada Health Link. In her role as COO, Davis oversaw Exchange operations and worked closely with Exchange leadership to set strategic priorities for the agency while stiving to reduce the uninsured population throughout the state of Nevada. In her role as Exchange EO, Janel oversees the technology platform and call center operations, federal and state policy development, statewide enrollment and outreach initiatives, communications and public relations, and advisory board relations for the Exchange.
Sarah Moses
Chief Operations Officer
Sarah Moses joined the Silver State Health Insurance Exchange in March 2026 as the Chief Operations Officer. She brings extensive experience in Medicaid operations, systems management, and data quality. Prior to joining the Exchange, Sarah served in the Nevada Health Authority Director’s Office, where she oversaw claims and data integrity for the Medicaid Management Information System (MMIS). She also worked within the Division of Social Services, further strengthening her expertise in Medicaid policy and program administration. Sarah holds a Master of Public Health from the University of Nevada, Reno.
Jonathan Lopez
Chief Finance Officer
Jonathan Lopez joined the Silver State Health Insurance Exchange in October 2021 as the Chief Financial Officer. Previously, he worked at the Nevada Division of Public and Behavioral Health as an Administrative Services Officer (ASO) where he oversaw multiple budget accounts. Prior to being an ASO, he was the fiscal manager for the Chronic Disease Prevention and Health Promotion section where he managed various federal grants and state funds. Jonathan received his Bachelor’s Degree in Economics and Finance from the University of Nevada, Reno.
Katie Charleson
Communications Officer
Katie Charleson joined the Silver State Health Insurance Exchange as IT Analyst in August of 2019, where she supported the communications department through marketing strategy and monitored systems within the NevadaHealthLink.com platform, especially during peak times like during Open Enrollment. In May 2022, Katie was named the Exchange’s Communications Officer.
